The application is specifically designed to facilitate Tibetan citizens in logging in to make their annual Chatrel contributions. Users can contribute on their own behalf or on behalf of their families and friends. Furthermore, they have the capability to review their past contributions and contest discrepancies with the Central Tibetan Administration, if necessary.

As outlined in Article 13, Section 4 of the Tibetan Charter, Chatrel represents a voluntary financial endorsement from every Tibetan in exile to sustain the Central Tibetan Administration until the resolution of the Tibet Issue.

Tibetans who contribute to Chatrel receive a Green Book which, over time, has essentially transitioned into the de facto identification document for exiled Tibetans to assert their entitlements from the CTA. Moreover, it is expected to play a pivotal role in securing Tibetan citizenship rights in the future. Presently, this document is utilized for purposes such as school admissions, scholarships at educational institutions, and employment opportunities within the exiled community. Notably, the fulfillment of this voluntary financial contribution is a stipulation for acquiring voting rights in parliamentary elections.

The institution of Chatrel serves as a strong representation of the Tibetan people's acknowledgment of the CTA as their legitimate governing body. By honoring their Chatrel payments, Tibetans showcase their backing of the CTA's financial requirements until Tibet achieves independence. Revenue generated from Chatrel funds holds significant importance for the CTA as it contributes towards funding diverse projects and initiatives that benefit the exiled Tibetan populace.
